The fi ght against depopulation in Spain. The legal framework

Abstract

This article addresses the regulatory framework which fights against depopulation in Spain (the so-called fi ght against the empty Spain). To this end, the article explores several measures taken against depopulation. Thus, the article studies the reform of the legal framework of small municipalities, the municipal associative formulas, the territorial entities with a scope inferior to the municipality, the policies of rural development and the sectorial policies. In relation to each of these forms of intervention, the article analyzes the regulations that should be considered to proceed with the adoption of the different solutions. Therefore, this article has a formal character, and it is focused on the rules to be considered and not on their content.
