Abstract

This article analyzes the institutional role that corresponds to intermediate local governments in the fight against depopulation and the problems faced by small rural municipalities. To this end, the article explores the basic state legislation of the local regime, the rural development policies, as well as the documents recently adopted by Spain for facing the socalled demographic challenge.
