La digitalización de los procedimientos en los Gobiernos locales: una tarea pendiente

Abstract

The first quarter of the XXI century is characterized by the deployment of the prominence of new technologies in all areas. This reality, i.e. the digital transformation, cannot be ignored by the public sector which also must lead. A public sector that, because of its territorial organization, presents different characteristics, and, therefore, problems and solutions. This article addresses, with a multifaceted approach, the difficulties faced by the entities that are part of the local administration which are carrying out processes of digitization of their activity. Thus, the article provides evidence of the implantation of the e-government which is trying to achieve its goals with a shortage of material and personal resources, the risks of regulatory obsolescence and the possibilities that, even so, the current model allows in terms of process automation. All this is analyzed in a scenario of the opportunities that grants the Recovery, Transformation and Resilience Plan. After the pandemic the Plan leads the digital transition which can only be really completed when it is implemented in the local sphere because it forms the backbone of the whole territory
