Planification and access to public employment in local authorities

Abstract

Planification in public employment has great potential as a catalyst for the transformation required to fulfill new objectives. In public local administrations, there are few examples of planning in the field of public employment, but the international commitment acquired by Spain under the framework of the 2030 Agenda, which requires the intervention of local entities, represents an exceptional opportunity to implement planification in those cases where still it does not exist and reinforce the already existing experiences. Planification in public employment is a valid instrument to determine the personnel needs in each public administration, as well as a form of regulating its selection. In this line, the selection processes can be improved to select better personnel. Moreover, it is necessary to articulate selection bodies dully trained for the purpose of improving the selection processes.
