The impact of labor reform on local authorities

Abstract

The labor reform, implemented by Royal Decree-Law 32/2021, of December 28, has affected the legal regime applicable to the labor staff of local authorities. There are several changes introduced by the new legislation, inter alia, the substantial modification of the regulation of temporary employment with impact on both the private and public sectors. The reform also contains specific measures for the public administration, such as the regulation of exclusive contractual modalities for public employers or the repeal of the specific regulation of collective dismissals in the public sector. This article explores those changes with a great impact on local authorities.
