Limitations of acting local corporations during the period of ordinary administration

Abstract

In 28 May 2023, local elections were held and, according to the electoral legislation, the members of the outgoing corporations were in office for ordinary administration until their successors took office. The concept of “ordinary administration” is the key to understanding what the local corporations in office can and cannot do. The article explores the limits of the content of that concept, drawing up a list of acts whose adoption is forbidden to the acting bodies because they go beyond the mere ordinary administration, and another list of acts that are allowed because they are part of the day-to-day management of the municipality
