Abstract

Twenty years after the creation of the special legal framework for big cities, two conclusions can be formulated: (i) the “parliamentary” model of distribution of functions between the plenary, the mayor's office and the governing board has some dysfunctions that need to be addressed, and (ii) the practical results of the special legal framework heavily vary depending on the size of the municipalities. Because of its homogeneity, this special legal framework has been insufficient for big cities and unnecessary for medium-sized municipalities. The latter frequently comply only formally with the special organizational rules on the general secretariat, the districts, or the economic-administrative courts.
