Abstract

The article addresses the scope of application of the organizational legal framework of big cities which initially was intended only for big cities rather than medium-sized municipalities, but nowadays the compulsory complementary organization is also applicable to the latter.
The article explores the process that built up the specific organizational legal framework of big cities; the criteria adopted by the legislation to determine which municipalities can join that legal framework; and, finally, the mandatory or voluntary nature of its application and its effectiveness.
