The centralized public procurement units of intermediate local governments

Abstract

The objective of the centralized public procurement units is to enhance effectiveness in the field of public procurement policies. This is achieved from the perspective of the management thanks to the centralization of the proceedings in specialized bodies which avoids the multiplicity of contracting bodies and spurs administrative simplification. Moreover, from the economic perspective, the centralization reduces costs due to larger purchase orders. This article analyzes the centralized public procurement units of the intermediate local governments (diputaciones provinciales) from the experience of the units created in recent years, focusing on their aims, nature and performance; process of creation and constitution, as well as the accession process of the municipalities to these units.
