Minority governments, fragmented city councils

The past elections have brought a new scenario in the sphere of local governments characterized for the loss of absolute majorities and the spread of the fragmentation with the entry of new political options and models. Currently, we can talk even in euphemistic terms, about the government of the minority. In this new scenario, political actors must deliberate in order to find new models of organization and functioning to face the new realities. Meanwhile, we should clarify the basis of our legal system, particularly in relation to the local government, with the aim of avoiding the indirect perverted interference to the system of distribution of competences between the different local bodies that fragmentation can imply. This is, precisely, the goal of this article, that is, to analyze the weaknesses of minority and fragmented governments and, at the same time, to study the tools available for the majors to rule in minority
