State draft legislation on the right to housing and local public administration action

Abstract

Despite their lack of competences, municipalities develop their own housing policies under the state and Autonomous Communities legal frameworks and planification. This article addresses some of the typical instruments of such policies and it analyzes the solutions of the State legislation draft on the right to housing.
