The competences of local entities in the development and implementation of renewable energies

Abstract

This article analyzes the role of local entities, especially municipalities, in the administrative procedure for authorization of facilities to produce energy from renewable sources. It focuses on a double perspective. On the one hand, the article assesses the participation of municipalities in administrative procedures of other public Administrations. On the other hand, the article examines the own municipal powers in such procedures, both in environmental and urban fields. The article suggests some proposals to avoid tensions and conflicts which may come from the opposition of some municipalities to the implementation in their municipal terms of large renewable plants, in a way to balance different interests at stake and to improve the authorization framework.
