Abstract

The purpose of this article is to study the career supplement as a salary concept linked to the horizontal administrative career. The horizontal career is a very interesting form of professional career for local governments, as it allows professional progression without the need to change the position. The career supplement is the financial reward for this progression; it is also an important motivation for public employees. The article will also address the fundamental issue related to the application of the career supplement, such as the adequacy of its implementation to the salary limits established by the successive general state budget laws, considering the jurisprudence on the matter.
